Another important issue often blurred in the literature on norms isthe relationship between normative beliefs and behavior. Someauthors identify norms with observable, recurrent patterns ofbehavior. Others only focus on normative beliefs andexpectations. All find it difficult to explain the observedvariance in norm-induced behavior, and each offers an explanation ofconformity that is at best partial. Though a purely behavioralaccount of norms is difficult to support, it is also true thatnormative beliefs alone cannot support a norm.
